Fix GitHub release publishing when the
publish-releasejob runs without a checkout. The previousv0.0.25release built all archives successfully but failed while callinggh, which left the GitHub release without assets.This unblocks the next patch release and keeps the artifact-only publish job design intact by passing the repository explicitly to
gh.
