Adds scripts/smoke_holdings.py to exercise adapters & snapshot.
Adds tests/test_holdings_adapters.py for import/schema sanity.
Adds manual GitHub Actions workflow runtime-smoke.yml (workflow_dispatch).
Keeps everything draft & opt-in; no side-effects on import.
