Production execution authority consumption must use persistent transactional storage.
Guardian production composition must not silently fall back to process-local in-memory consumption state if Datastore construction fails.
This preserves the single-use execution-authority invariant across competing Guardian instances.
Validation
Expected production behavior
build_execution_layer()constructs a Datastore-backed authorization consumption store and injects it into the Guardian execution layer.Failure to construct the Datastore client is propagated rather than silently degrading to an in-memory store.
