adds 1 new tile for green hill zone
all of these are very minor and obvious tweaks

Fixes/adjusts a number of small things I missed in my previous PRs, as well as irons out a couple inconsistently tiled spots. Some of these are not obvious fixes, so let me know if any should be reverted. Also adds a few new tiles.
In the future I will be doing another Outer Crateria PR specifically addressing grassy platforms, trying to make small improvements to them in some spots. After that I should be mostly done with this theme.
