Prevents interaction with specific programs or wallet addresses in the Swig wallet system.
1. Program Blacklisting: Block specific program IDs from being used in Cross-Program Invocation (CPI) calls
2. Wallet Blacklisting: Prevent transactions to/from specific wallet addresses
3. Multiple Entries: Support for multiple blacklist entries per role (repeatable action)
4. Priority Override: Blacklist actions take precedence over program permissions, ensuring blocked entities cannot be bypassed
