feat(Paginator): Option to hide the navigation when there is a single page #34022

Feature Description
The Paginator shows the navigation buttons even when there is only a single page. They are just disabled. If I want to hide the buttons in that case, I would have to target the internal mat-mdc-paginator-navigation-* classes, which are not public API.
Use Case
Hiding the disabled navigation buttons but keeping the useful text that shows how many rows there are

I think it was set up this way so that users can see that the buttons can be enabled and that it's not just empty space.

@crisbeto But the users have no control over the enabling of the buttons, so it's not relevant info for them.
