Issue: AAH-2284
Depends on ansible/galaxy_ng#1899 (+ pulp/pulp_ansible#1594 for clients)

Previously, the Access tab (Namespaces, Repositories, Remotes & Execution Environments) only allowed assigning object permissions to groups.

This adds support for users.
