The azure tests are broken due to upstream issues without any obvious immediate resolution.
We have our own testing playbooks that do much of the same tests as the pulp ci but are far more debuggable and easier to run locally ... https://github.com/ansible/galaxy_ng/blob/master/.github/workflows/ci_full.yml
We also don't write functional tests, and instead write integration tests in combination with the oci-env profiles, so that large component of the pulp-ci is wasted.
