GUACAMOLE-1909: Update the default Max Connections Per User to 0. #944

Individual connection (not connection group) concurrency limits are intended to be unlimited by default, however the application is enforcing a default per-user concurrency limit of “1”.

These changes set the default per-user concurrency limit to 0.

@aleitner : Should this go into the staging/1.5.5 branch as a fix? Or a feature?

Sounds like a bugfix, so I'd think this should go in staging/1.5.5.
