nevermind, gpu.nvidia.small doesn't seem to exist for cuda-11: https://discuss.circleci.com/t/linux-cuda-deprecation-and-image-policy/48568#resource-classes-6

Job was rejected because resource class gpu.nvidia.small, image linux-cuda-11:default is not a valid resource class
