Some stability testing still needs to be done w.r.t. Codex before I'd like to merge the documentation. I'll mark this PR as ready once we're confident Codex can be used without obvious issues. |

Description
This PR adds documentation on hooking up OpenAI Codex to the ALCF Inference Service.
Related Issue(s)
Dependent on changes in argonne-lcf/FIRST#266 before Codex will properly function.
