It's not included anymore in Ubuntu 22.04 and above.
This removes the pin on Python 3.8 and allows pip to modify the externally managed Python installation, which must be explicitly enabled in Ubuntu 24.04 and later.
Some of these are dependencies for Java.

This adds Ubuntu 22.04 and 24.04 variables for building the Ubuntu base Vagrant box, and updates the AM publishing workflow to use 22.04 as the default. A couple of shared scripts have been updated to ensure compatibility with newer versions of Ubuntu.
