awscli is no longer available via apt in the version of Ubuntu that Playwright's 1.48.0 image is based on & we need to install it in a different way.
We're currently defaulting to "latest" which now breaks due to: aws-observability/aws-otel-collector#2734

Description
This PR contains two fixes:
awscliis no longer available via apt in the version of Ubuntu that Playwright's 1.48.0 image is based on & we need to install it in a different way.amazon/aws-otel-collectorreleased a breaking change in v0.40.0 so we're explicitly pinning to v0.39.0 for nowPre-merge checklist
