Bump marked and firebase-tools

Removes [marked](https://github.com/markedjs/marked). It's no longer used after updating ancestor dependency [firebase-tools](https://github.com/firebase/firebase-tools). These dependencies need to be updated together.


Removes `marked`

Updates `firebase-tools` from 7.16.2 to 11.15.0
