This PR sets the lower bounds of re-exported packages to correspond to the latest breaking releases. It also bumps the lower bounds of remaining package, test, and docs dependencies to ensure mutual compatibility.
Because InferenceObjects v0.4 requires Julia v1.9, this PR also drops support for Julia v1.6-v1.8
