Manually build and bundle newer libheif in AppImage CI #241

Also use new version of checkout hooks.

Update Exiv2 to 0.28.1, it is OK on Linux.

Use stable version of aom instead of master.

Ubuntu 22.04 has libheif 1.12, but we need 1.13 or later, that makes
AppImage we build doesn't have heif support. To fix that, manually build
and install libheif in CI so we could bundle new version we need.
Exiv2 v0.28.1 works fine on Linux.

aom v3.7.1 is the latest stable release so use it instead of master.
