Hoists similarity algorithm as separate functions that can be tested independent of the Decision Layer logic.
Incorporates functional tests: for a given input, we should always have the same expected algorithm performance. These tests are especially useful when changes in underlying scientific libraries (numpy, scikit-learn) can cause numerical changes.
