Stacked follow-up to #71. Adds trusted-publisher Hugging Face discovery, immutable commit and artifact identities, license/size gates, live fleet-fit analysis, persisted proposals, bounded real Grid canary benchmarks, evaluation recording, exact-revision GGUF downloads, CLI commands, tests, and operator documentation. This PR intentionally discovers and qualifies candidates without silently retiring incumbents. Base will be retargeted to main after #71 merges.

Qualification update: live Hugging Face discovery against the current allocator fleet found 12 immutable Qwen coding candidates and produced fleet-fit/incumbent comparisons. A real HTTP 429 crash was found and fixed; the focused suite now passes and the combined full suite passed 4,164 tests. Remaining before Ready: scout-driven canary placement/routing against a controller with live allocator heartbeats.
