Run detection production

The run detection is configured to run on a schedule in production using the Windows Task Scheduler. The task is scheduled to run every minute.

The 'CYCLE_FOLDER' constant in monitors/settings.py must be updated at the beginning of each cycle. It should be updated to the folder name on the archive. For cycle 2019/1 the value of CYCLE_FOLDER would be 'cycle_19_1'.
