Pull Request Overview
This PR adds initial codeowner assignments for the EVM module to distribute review responsibilities and reduce the review burden on the current maintainer.
- Adds three codeowners (@ARR4N, @joshua-kim, @StephenButtolph) for the
/vms/evm/directory - Follows existing CODEOWNERS file format and patterns
