1. Fixes typo 'ddocker' in UBI8 step
2. Creates missing fedora dockerfile
3. Adds missing fedora image 'latest' tag
4. Bootstraps the AL image by using 'arm64' tag instead of 'arm64-latest' which doesn't exist.
NOTE: Fix four will be reverted once the 'arm64-latest' tag is available
