chore: automate maintenance of older releases (#138)

Now that TypeScript 5.1 is out, and `[email protected]` is about to be released, automation needs to automatically keep the `maintenance/v5.0` branch updated for at least 6 months. --- By submitting this pull request, I confirm that my contribution is made under the terms of the [Apache 2.0 license].
