manylinux2014 builds were getting the following error

Could not resolve host: mirrorlist.centos.org

The manylinux2014 base image was recently updated to use a new URL. See: pypa/manylinux@7beb9ae

Do a new release, which will rebuild docker images and pick up the new URLs.
