A new cache has been introduced for caching All databases. There would not be any new configuration required to enable all database caching. If the user enables database cache, the all database cache would also be enabled.
Added a new cache for caching ALL DATABASES. No extra configuration would be required to enable this cache and if the client configuration has the database cache enabled, it would also enable All database cache

Description of changes:
This change would enable caching of Glue objects for ALL DATABASES. A single database cache was already implemented in the code and this functionality overrides the getAllDatabases method for caching. No new client configuration is required to enable all database cache, it would be enabled if the client enables Database cache.
