build(deps): bump tough-cookie and botbuilder

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [botbuilder](https://github.com/Microsoft/botbuilder-js). These dependencies need to be updated together.
