Set AutoRange Parameters for Balancer AutoRange DUST-USDC on Monad

This PR sets the daily price shift exponent to 50% for Balancer AutoRange DUST-USDC (0x27da8a) on Monad.

based on a BD discussion today we have decided to ramp this to 50% from 10% in an effort to get the pool back in range. we will then determine when it makes sense to decrease again.
