Requirements / issues

Make statistics.json calls to apps.bazaarvoice.com when swat BFD flag is enabled.
Resolve Cannot read properties of undefined (reading 'headers') error by bvFetch.

Solutions

Created a new function to be used by inline ratings to make statistics.json calls to apps.bazaarvoice.com when swat BFD flag is enabled.
Added logic to check if cachedResponse if present in the cache.
