Make small-capital versions of characters of width diversityMM slightly wider under Quasi-Proportional. #2647

This basically makes the small-capital versions of e.g. Æ/Œ/W also wider than the small-capital characters whose full-capital forms don't quite utilize the full diversityMM, such as M/T/Ψ/etc.

Therefore, the small-capital versions of a given character will more consistently use a diversity that is one tier down from the full-capital.

However, the amount of characters affected by this PR is relatively few compared to the amount affected by the prior diversityT/diversityMM overhauls; It's mainly the aforementioned three characters plus a few modifier letters and other related characters.
