Move the trie engine from stored.* to trie.*, flatten embedding into codec/keys/params, and colocate tests in the same packages as production code for clearer module boundaries. Signed-off-by: Karim Taam <karim.t2am@gmail.com>

Add DelegationEncoder and the account-header delegation leaf, move all code chunks into CODE_ZONE, replace CODE_OFFSET with HEADER_STORAGE_SLOTS, and drop writeState so zeroization uses remove. Document the key layout. Signed-off-by: Karim Taam <karim.t2am@gmail.com>
