Government Service Cards

• Make category titles clickable links
• Add hover underline to subcategories
• Position "View All" button on right side
• Remove redundant category name from button text
• Improve dot scale responsiveness
• Update flex styles for better alignment

Join Us Strip

• Change responsive breakpoint from md to lg for stripSubtitle
• Prevent layout breaks on tablet devices
• Reduce layout shifts

Navbar

• Implement minimal structural improvements (see screenshot)

Effort on services cards possibly duplicate of #148

Note for maintainers only, as I have discussed this before with PR author. There is further talk of this on Discord, where it's possible that both of our efforts for this particular feature can become overwritten and thus might require halting further progress until a favorable result has been found.
