feat: allow direct linking to city|province via url

🤔 What?

• Allows direct linking to a specific city|province by url. (ex: https://hotlines.bettergov.ph/?city=los baños|laguna
• Preserves geolocation, when no city found in url.

🤔 Why?

• Allow location specific linking for example direct linking from the BetterLGU websites, or location-specific groups.
• Encourages wider use.

Cause then, the city and province is separated by parameter instead of a | symbol.
