It is a common occurrence that a boss cancels
unbossvotes. I think this defeats the purpose ofunbossvotes, so I'm suggesting, that theendVotecommand can no longer be invoked by bosses during anunbossvote.This is basically the opposite of what beyond-all-reason/teiserver#1065 suggests, but I prefer democracy.
Disclaimer: I have not tested these changes, since I don't know how. I have used suggestions from @Yaribz at Yaribz/SPADS#85 to implement this PR.
