Ideally, you would notarize (see this thread about the process in someone else's QL plugin), but in the meantime, this is a workaround.

I don't have paid developer account and using self-signed certificate will still result in verification issues.
So the only option is probably whitelisting the plugin as you describe or any other way mentioned in the thread.
