Additive-only. This repo has CLAUDE.md but no .claude/memory/ dir, per tonight's estate observation (also flagged as a memory-drift candidate: last commit is ~36 days newer than the last CLAUDE.md touch). Adds:
Tier 1 (new files only, no existing content touched) — auto-merging per nightly heal policy.
