ENG2-165 [benches] Setup repo to store and host on internet benches results in JSON

• Review if we can re-use existing repo, or better to set up a new repo
• Create initial version of JSONs
• Create GitHub Actions to add new data
  • This needs to have re-try for concurrent updates (simple logic: fail if there is conflict, wait 15sec, and clone and re-try)
• Hook monbijou benchmark workflow from ENG2-164 to trigger this workflow
