feat: update project to current tooling #249

Revives the project and updates it to current tooling:

  • updates all dependencies
  • replaces the old build chain with vite
  • updates the ci to use github actions
  • adds automatic releases (In dry run mode for now, will enable this separately after this was merged successfully)
