Tracked as part 3 of #56, which sequences this behind the work that makes Ask Logue one
implementation across both surfaces — the in-app pane and the Command Center island.

That ordering matters for this issue specifically: MCP tools have to appear in the registry,
obey the per-tool disable list, and route destructive calls through the approval gate. Until
both surfaces run the same pipeline, that is two implementations of MCP rather than one.

Both directions are in scope there — exposing Logue as a server, and letting the user add
their own servers for the agent to call.
