Refactor access.tex: Move Appendices after Biographies and fix visual clustering#11

- Moved the entire Appendices block to follow the Biographies section.
- Injected `\clearpage` before each Appendix section to prevent clustering.
- Added `\sloppy` to handle narrow column spacing in Appendices.
- Applied `\url{}` to long paths in Appendix B and E to fix Overfull \hbox warnings.
- Fixed escaped underscores in `\url{}` paths.
- Verified visual layout (Anti-Clustering, Bio Boundary, Table Geometry, Labeling) via image inspection.

This change refactors the structure of
paper/access.texto adhere to the requirement: Main Text -> References -> Biographies -> Appendices.Key changes:
\appendicesblock (and all subsequent sections) was moved from before the Biographies to immediately after them (and before\EOD).\clearpagebefore every Appendix section to enforce distinct separation and resolve "visual clustering" issues where appendices were squashed together.\texttt{...}paths in Appendix B and E to\url{...}to allow proper line breaking.\_->_) within these paths as\urlhandles them natively.\sloppyto the Appendix region to prevent massive inter-word spacing or overflow in narrow columns.Verification:
