This PR upgrades the superchain-registry repo to enable the fjord hardfork at 1722297600 on Boba Sepolia L2 and Boba BNB Testnet L2.
Unit tests are added to verify that we have the same hardfork block numbers as the superchain-registry repo.
The Goerli networks are removed.
