The canonical location for HTML documentation is doc/html (all lower-case), and doc/HTML causes problems serving the documentation on the new website. Rename doc/HTML to doc/html and also update index.html to redirect to a new location and use properly encoded UTF-8 characters. Refs boostorg/website-v2#1817.
