Release v0.13.0 — promote \preview\ to \main.

This PR was prepared by Surgeon (Release Manager) as part of the v0.13.0 gh-aw hardening release.

What's included:

• All commits from \dev\ up to \8c24b038\ (CHANGELOG for v0.13.0)
• gh-aw hardening fix (fix(gh-aw): preserve Squad CLI install contract #1887 / issue Preserve Squad CLI version in compiled action workflows #1884)
• 15 accumulated changesets across minor improvements and fixes
• .squad/, \ eam-docs/, and \docs/proposals/\ stripped per release policy

Release chain after merge:

1. Merge this PR → push event fires \squad-release.yml\
2. \squad-release.yml\ validates CHANGELOG, creates tag \�0.13.0\ + GitHub Release
3. \squad-npm-publish.yml\ fires on release published → publishes @bradygaster/squad-cli@0.13.0\ to npm

Closes no issue directly — part of the v0.13.0 release process.
