Support re-indexed compound data

This includes a few updates:

• Updating the Compound page's data availability tile to show compound datasets from breadbox if they exist (otherwise, it will show the legacy versions). In the screenshot below, the datasets with 700+ cell lines are the breadbox datasets, the datasets with fewer cell lines are reading from the legacy dev database.
  

• Updating the Data Explorer 2 feature selection component to let users select their feature type as "Compound Sample" (compound experiment indexed datasets using Randy's special multi-select component) or "Compounds" (compound-indexed datasets using the standard feature selection component)
  

This will require changes in a few repos be merged around the same time (after the DMC release):
