Updates the
prepare_v2_regional_missense_constrainttask to work with the data available to the public.The hailtable used for the v2 RMC task to run on production was a slightly older hail table that included both qc'd and non qc'd RMC values. The public data only includes the data that passed qc, with slightly different names. This PR updates the task to use the field names in the public data.
