WIP: Pull this helper out properly and re-use in gene-variant and transcript-variant queries for all datasets.
To ask about in standup: If this is the correct interpretation (do we want to filter noncoding genes variants to be padded exon centric).
Updates backend logic to filter variant response for non coding genes to only included variants in the padded exons regions, to match the frontend region viewer logic.
