This should fix dotnet/announcements#88 when using newer .NET versions. The build seems to succeed without these package refs, unsure if I missed anything.

Would be nice to have this fixed, because currently using Bugsnag is causing nuget to pull older system packages and show this:

@clr182 can bugsnag prioritize doing maintenance on the .NET library? .NET 8 is the current long-term support version.

This is still on our backlog of tasks. Unfortunately I don't have any new updates right now. Once we have more information we will be sure to update this thread.
