Make 5-minute point counts out of ARU recordings

Currently, the smallest time period that you can get from an ARU recording is 15 mins as they are agg. based on the datetime. If we add the offset (time from the beginning of the recording) to the datetime, we can get more gradual control over the ARU data ingest.
