- Updated the page title to mirror the English page: "historique des mises à jour du Guide de rédaction du contenu du site Canada.ca" - Fixed french-language error in the 1st sentence - Fixed date formats "le 29 janvier 2024" --> we need to include "le" in front of the date

@donohuech Chelsey, to avoid issues merging PRs, I integrated the following updates in this PR. Since all out content is approved via the design docs, this felt like the safest option.
Note: didn't include the "pyramids" update in the summary section yet
