PoC: auto-restart services failed within okaydelay when startup is enabled #517

Per spec here and previous discussion here, we transition the service straight into the running state, by passing okayDelay and the starting state, so that Pebble will restart it if it fails, if the service is configured with startup: enabled.

After reviewing the spec, we are in favour of the other option, see the PoC PR here. Closing this one, and will create a new PR for this feature.
