The runs-on-base parameter was set to ubuntu-24.04, which is the default value in the operator-workflows test.yaml. Per the migration requirements, this parameter should be removed when the value matches the default. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
