JOSE paper upload

Just to ensure continuity, I've uploaded the first draft JOSE paper and bibliography.

• I've included this in a new folder because I wasn't sure of some information so this will need to be filled out. I've tried to make where/what information is required as explicit as possible and included some questions as writing prompts.
• I've included a helpful_info.md file describing the writing specs set by JOSE as well as a description of the intended purpose of each section.
• For review, paper.md and paper.bib need to be moved to the main text (and possibly helpful_info.md removed).
